FENcouncil public signal layer

Holder voice becomes recorded review evidence for continuity decisions.

FENcouncil gives FEN holders a structured public channel for proposals, sentiment, priority, and continuity review. The page records what the ecosystem wants examined, then keeps any execution path bounded by policy, audit posture, security, legal review, technical feasibility, timing, and long-term protocol fit.

How public signals are interpreted.

Every eligible proposal becomes a visible public signal that can be inspected as ecosystem continuity context.

Votes show priority, sentiment, urgency, and holder attention; they do not bypass continuity review or replace audit posture.

Acknowledgment means the signal became recorded review evidence for safety, timing, legal, technical, and continuity assessment.

FENcouncil does not grant automatic execution authority, move funds, alter contracts, open protected controls, or force operational action from the browser.

Abstract 1. Section Abstract

FENcouncil records public voice as continuity review evidence.

This section defines the public council as an advisory evidence layer. It lets holders produce visible signals about priorities and concerns, then preserves the distinction between recorded review evidence and protected protocol action. The result is a governance surface that is useful to reviewers while final execution remains continuity-bound by safety, legal, technical, audit, and operational review.

Governance boundary: visibility, priority, and acknowledgment can inform ecosystem continuity, but they do not bypass continuity review or grant automatic execution authority.

Research Questions

Research Question 1. RQ-C-01

How can holder voice be public without becoming execution authority?

By modeling proposals and votes as recorded review evidence that can inform ecosystem continuity while final action remains constrained by policy, audit posture, security, legal, technical feasibility, timing, and operations.

Research Question 2. RQ-C-02

What evidence proves the signal layer is durable?

The section uses V53 proof, persistence-gate ratings, chain lanes, signal records, and public proposal state as durability evidence.

Research Question 3. RQ-C-03

Which powers are excluded from public voting?

FENcouncil does not create automatic execution authority: it cannot move funds, mutate contracts, open private controls, execute reserve actions, operate validators, or force governance from browser votes.

Formal Claim Register

ClaimStatementEvidenceBoundary
Formal Claim 1. FC-C-01FENcouncil turns public voice into recorded review evidence. The section states proposal, vote, acknowledgment, and signal-lane behavior while rendering public proposals as reviewable evidence.Recorded signal can inform ecosystem continuity and audit posture, but it does not bypass continuity review or create automatic execution authority.
Formal Claim 2. FC-C-02Signal durability is evidenced through V53 and persistence checks. The page renders local proof, V53 audit, persistence gate, manifest phase, stage completion, and status.Persistence proof is not a claim that every future proposal will be accepted or executed.
Formal Claim 3. FC-C-03Council signals are cross-chain review context, not chain control.Signal lanes list chain labels, roles, statuses, and public vote counts.Signals do not create custody, validator, treasury, or contract mutation authority.

Invariant Ledger

Invariant 1. INV-C-01

Recorded signal remains bounded execution context.

Public voice rules define acknowledgment as recorded review evidence while protected action remains continuity-bound by policy, audit posture, security, legal, technical feasibility, and operations.

Invariant 2. INV-C-02

Vote weight cannot bypass safety review.

Rules state that votes show priority and sentiment while final action remains reviewed.

Invariant 3. INV-C-03

Council UI cannot expose privileged powers.

The operations readiness section explicitly excludes fund movement, contract alteration, private controls, and automatic execution.

Limitations And Non-Claims

Limitation 1. L-C-01

Recorded signal, bounded execution

A public vote can inform review, priority, ecosystem continuity, and audit posture, but it does not become automatic execution authority or bypass continuity review.

Limitation 2. L-C-02

No custody authority

FENcouncil does not move funds, control reserves, alter contracts, or operate treasury functions.

Limitation 3. L-C-03

No validator or recovery authority

Validator actions, recovery actions, and private operations remain outside the public council signal layer.

Proposal entry

Submit a signal, publish a team update, or preview a holder comment.

Public holders can prepare clear text signals and preview the comment lane while the final FENpresale contract check is wired. Team updates can pair release notes, evidence cards, or build progress with one polished visual asset.

Holder boundary

Holder comments are a placeholder until the FENpresale contract check is connected. The intended threshold remains 10,000 FEN, and public signals stay non-custodial.

Signals

Signals are the public review pulse of Fenrua. They help shape priorities, surface concerns, and show what the ecosystem wants examined next while final action remains bounded by continuity review outside the public UI.

Operations readiness context

FENcouncil is where public voice becomes durable protocol signal and recorded review evidence. It does not move funds, alter contracts, open private controls, or force automatic execution. Final decisions remain review-gated after safety, timing, legal posture, technical risk, ecosystem continuity, audit posture, and long-term protocol fit are evaluated.
